Johnstown business owner charged with deceptive business practices

RICHLAND TOWNSHIP, Pa. - A Johnstown business owner is facing charges after police said he took payment for a construction job upfront and never completed the work.

Richard Kushner, 53, has been charged with home improvement fraud and deceptive business practices.

According to a complaint, the victim entered into a contract May 21 with Kushner, under the business name RCC Construction, to do a home improvement project for $4,300.

According to police, the victim paid Kushner the money upfront, but the homeowner said workers with the company only showed up a couple times over two weeks and made a mess of his home.

Police said the victim tried to contact to Kushner, but he would not answer his calls.

According to the complaint, the homeowner had to finish the job himself.

Police said the victim eventually got a hold of Kushner on June 13, he asked for $3,000 back and Kushner refused.
